Abu Dhabi is the capital of the seven-member United Arab Emirates and its largest and wealthiest member. Using different building heights, architectural styles and distinct districts to help form the character of this city, the plan also provides for a comprehensive transportation plan to avoid congestion that includes roads, rail and bus links.

The plan will guide Abu Dhabi as it transforms itself into a global center of business, manufacturing and high-end tourism. The city already has made international headlines with agreements to build the Louvre Abu Dhabi and the Frank Gehry designed Guggenheim Abu Dhabi. These museums will anchor the cultural district of Saadiyat Island, a massive mixed-use development on a natural island just off the coast.
